I stopped going to City Council meetings a while back. Too much fun and excitement. However, I may have to drop by the Tuesday, March 27 meeting to watch a couple of train wrecks happen live. Watching it on TV is interesting, but you don't get the real feel and tension unless you go live. I'm also curious how this Tod-less city council treats speakers. In the past, you could always count on Former Mayor Ridgeway and Former Mayor Webb double-teaming speakers who were...less than...accommodating. But without the gavel Webb isn't as sharp, and in the Mayor Rosansky era there is a different feel, at least for now. First is item #17, the Park vs. City Hall Part 4 (I've lost count and guessed.) Because of Debra Allen's home address, and because she's on the Parks Beaches and Recreation Commission, I guess she should have recused herself from discussion about the Park design. I wonder what the over/under will be on the amount of speakers and the amount of hours on this one. I think that discussion went on for quite a few HOURS. I may fall asleep before that one is over. Second item of interest is (if there are any people still alive after the first one) is item #19, regarding the Sober Living homes legislation being submitted by State Senator Sutton and State Senator Harman. The gist of this being a letter which the Mayor is being requested to submit to both State Senators to "put a 1,000’ distancing requirement" between licensed treatment facilities and between all rehab homes. I think that these two things make sense, except if you read further down the Staff analysis written by Assistant Manager Dave Kiff, I'm not too sure the Staff agrees with what the residents are asking for saying, "I am not certain that the Committee fully understood what SB 1000’s proposed language does," and stating that "For several years, the League of California Cities has sponsored legislation attempting to establish distancing requirements between licensed alcohol and drug abuse recovery and treatment homes. The bills are routinely defeated or die in committee." It kinda sounds like they are preparing the residents for defeat saying that if the residents, and City, ask for a 1000 feet distance, the bill will get defeated. Hmmm. I guess we can say that we tried? We'll see how it goes Tuesday. After all, they will be competing against American Idol...
